Flutter

From Chace Audio

Flutter is an audio anomaly made up of rapid, cyclical dropouts in level. It sounds as if the program audio is being heard through a fan. There are many possible causes for flutter including, but not restricted to, poor head contact on magnetic film and tape elements or printing problems on optical sound tracks.

Few processes exist that can correct flutter; Clarity™ Audio Restoration by Plangent Processes is one of the most successful.
